4/18/17 Board Meeting
7:05 pm at the Salt Water Tavern
Present: Karen DeBoer, Richard Kasper, Bill Boardman, Tracy Telford, Philip Telford, Sarah Kirwin, Chris Parente, Shawn Hyland, Russel Dinoto, Tim Rich, Brendan Fogarty, Kenney Burke, various homeowners.
Minutes from 3/7/17 were reviewed and accepted as written.
Treasurer’s Report:
All homeowner’s dues are paid up to date except 16; a final bill will be mailed. If homeowners have hardships, it should be brought to The Board’s attention.
The new website bill was paid.
Architectural Review Board:
No new business.
Landscaping:
Park Place will begin to fertilize next week.
The tree warden has not returned calls regarding the north entrance trees.
Road sweeping will begin soon in the neighborhood.|
Pet refuse bags are being littered in the neighborhood. An announcement will be placed on the website.
Prices for wholesale spring plants available will be forwarded to the community.
Community service will be offered to neighborhood teens that wish to clean up the litter or assist with plantings.
Covenants:
No complaints were submitted recently.
New Business:
The new website roll out was explained to homeowners present. The HOA now owns Teffthill.org. Big Dawg Solutions owned the former Teffthill.com site. The bill for the site was paid in a timely manner, but the site was down for 4 months and the HOA received no response from the company. The old website was antiquated, and it was difficult to update. With the new website, we own and can update the site, so these problems will be avoided in the future. C. Parente made a request for neighborhood photos for the website.
Discussion:
P. Telford is able to post events on the Tefft Hill Facebook page. Send him any neighborhood events you would like posted.
B. Fogarty discussed his bylaw review. Referrals to the developer would be easy to change, as the ARB and covenants sections cover that information.
T. Rich discussed his solar review. He stated that the town prohibits ground panels. He recommended reaching out to people with solar to share what they have learned. A suggestion was made to add a solar section to the website as a resource.
R. Dinoto provided his research on solar. He stated other neighborhoods are experiencing the same problems regarding guidelines, and that colors and the location of panels are the biggest problems with other associations. He identified that state law couldn’t override a neighborhood or town decision. He noted there were no guidelines in the other neighborhoods he researched. He discussed the solar shingle technology, and the need for a current roof to enable panel placement. R Dinoto recommends a conversation on the website as well. T. Rich and R. Dinoto will email C. Parente something to place on the website. Homeowners with solar are encouraged to add to the discussion.
K. Burke discussed solar advisory versus guidelines in the context of fragmented bylaw enforcement. He sited examples of sheds being different colors from houses.
J. Tobin offered to connect with B. Fogarty regarding a quick fact sheet for bylaws.
A community sign will be purchased to announce meetings and promote the Teffthill.org website.
